The filer is exempt from the STIR/SHAKEN implementation requirement under 47 CFR § 64.6301(a) because it does not operate a network that has IP interconnection directly with the PSTN at this time. Xphyre Inc. is in a pre-launch phase and is not currently originating calls directly onto the public switched telephone network using authenticated SIP signaling. As a new wholesale VoIP provider building its infrastructure, the filer does not yet have the technical capability to perform end-to-end SIP authentication as required under § 64.6301(a)(1)–(2). Therefore, pursuant to the exemption in § 64.6301(a), the filer is currently subject to the Robocall Mitigation Program requirements in 47 CFR § 64.6305 rather than the STIR/SHAKEN implementation mandate. The company will implement full STIR/SHAKEN authentication upon establishing IP interconnection capabilities and completing deployment of the required certificate-based signing infrastructure.; The filer is exempt from the STIR/SHAKEN implementation requirement under 47 CFR § 64.6301(a) because it does not currently originate, carry, or process SIP calls that directly interconnect with the public switched telephone network (PSTN) in a manner that enables end-to-end STIR/SHAKEN authentication.
