Lack of Control Over Network Infrastructure: Point5 Managed Services is a Voice Service Provider (reseller model). The filer does not own, control, or directly manage the SIP session border controllers (SBCs) or softswitches used to originate calls, instead relying entirely on an underlying upstream carrier (wholesaler), the filer is technically incapable of performing the signing function as an originating provider. The filer, therefore, lacks the control of the network infrastructure necessary to implement the STIR/SHAKEN framework. The exemption is derived from the scope of the original STIR/SHAKEN mandate, which applies to providers that have an implementation obligation. The FCC has clarified that this obligation does not apply to providers that do not control the network infrastructure necessary to implement the framework such as resellers such as Point5 Managed Services LLC.
