- Eleven Solutions LLC is not claiming a full exemption from the STIR/SHAKEN requirements. We are filing under Partial STIR/SHAKEN Implementation in accordance with 47 CFR § 64.6305(a). Eleven Solutions LLC does not independently sign or authenticate calls using STIR/SHAKEN. Instead, we rely on STIR/SHAKEN-compliant upstream carrier partners that perform call authentication and attestation based on their own KYC/KYB validation of traffic sources. As such, STIR/SHAKEN authentication is implemented on portions of the network operated by our upstream providers, and all calls originating on those portions of the network are subject to authentication in compliance with 47 CFR § 64.6301(a)(1) and (2). In accordance with 47 CFR § 64.6305(a), Eleven Solutions LLC maintains and enforces a robocall mitigation program that includes reasonable steps to prevent the origination of illegal robocall traffic. This includes customer vetting, traffic monitoring, enforcement actions, and full cooperation with traceback requests. Eleven Solutions LLC commits to responding fully and within 24 hours to all traceback requests from the FCC, law enforcement, and the industry traceback consortium. This filing reflects our role as a reseller and originating service provider that relies on upstream carriers for STIR/SHAKEN authentication while maintaining full robocall mitigation obligations under FCC rules
