According to ATIS standards, an originating provider presents an attestation for calls from its reseller or VASP customer, not as a third-party authentication but using its certificate to verify traffic from its customers. Essentially, the provider fulfills its STIR/SHAKEN obligation for its own calls and doesn't act as a third party. If a wholesale provider originates a call for a reseller lacking infrastructure for STIR/SHAKEN, the wholesale provider must implement the protocol, not the reseller. The wholesale provider is responsible for STIR/SHAKEN to authenticate caller ID under the FCC rules, not as a third party for the reseller.
