47 C.F.R. § 64.6305(d)(2)(i) – PetTechnologies, Inc. is a voice service provider without a STIR/SHAKEN implementation obligation because it lacks control over the network infrastructure and facilities necessary to implement STIR/SHAKEN, as contemplated in this rule and the FCC’s Call Authentication Trust Anchor orders (WC Docket No. 17-97). PetTechnologies, Inc. d/b/a RingableMe provides a child-focused VoIP home phone service that originates calls from customer ATAs and hands all outbound traffic to an upstream wholesale carrier for delivery to the public switched telephone network (PSTN). Ringable does not own or control the PSTN-facing switching or interconnection facilities and does not hold a Service Provider Code (SPC) token. All STIR/SHAKEN signing and attestation of Ringable’s outbound calls are performed by its upstream voice service provider on that provider’s network. Because Ringable does not control the network infrastructure on which STIR/SHAKEN can be implemented, it qualifies as a “voice service provider without a STIR/SHAKEN implementation obligation” under 47 C.F.R. § 64.6305(d)(2)(i). Ringable nonetheless maintains a robocall mitigation program consistent with 47 C.F.R. § 64.6305(a), including: strict customer vetting (service limited to residential family lines), technical controls that limit usage to child/family calling scenarios, optional whitelisting and time-of-day restrictions, and a commitment to respond fully to traceback requests within 24 hours and cooperate with the Commission, law enforcement, and the industry traceback consortium.
