Explanation: A2 Cloud Solutions is a foreign voice service provider located in Canada and does not directly originate calls onto the U.S. Public Switched Telephone Network (PSTN). All calls originated by A2 Cloud Solutions' end users are delivered to the first U.S.-based intermediate provider, which is the entity responsible for applying STIR/SHAKEN authentication in accordance with 47 CFR § 64.6301(a). As a foreign provider that does not possess numbering resources, does not hold an SPC token, and does not inject calls directly into the U.S. PSTN, A2 Cloud Solutions is not subject to the STIR/SHAKEN implementation obligation. Instead, the company relies entirely on its upstream U.S.-based originating service providers, all of which fully comply with STIR/SHAKEN requirements. This exemption is explicitly recognized by the FCC, which has stated that foreign-originated VoIP providers using U.S. intermediate carriers are not STIR/SHAKEN-obligated providers, but must instead operate a Robocall Mitigation Program consistent with 47 CFR § 64.6305(a).
