- Under 47 CFR § 64.6304(a), the STIR/SHAKEN authentication requirement applies only to voice service providers that originate calls on the IP portions of the United States telephone network. We (the filer) are a foreign intermediate provider operating entirely outside the United States and does not originate calls on the US IP network. All US bound traffic is handed to a US-based upstream provider that performs STIR/SHAKEN signing. Therefore, the STIR/SHAKEN requirements of § 64.6302 do not apply, and we (the filer) comply instead with the robocall mitigation obligations under 47 CFR § 64.6305.
