- Kaidu Commercial & Trading Ltd Co. qualifies for the "de minimis" exemption from the STIR/SHAKEN implementation mandate. Pursuant to the rule cited above, this exemption applies to a voice service provider that "originated 100,000 voice call minutes or less in the preceding 12-month period." Our company's internal records, subscriber account data, and billing information for the previous 12-month period confirm that we originated approximately 15,000 voice call minutes. This volume is significantly below the FCC's established threshold of 100,000 minutes. Therefore, Kaidu Commercial & Trading Ltd Co. is exempt from the STIR/SHAKEN implementation requirement. Notwithstanding this exemption, we have fully implemented a robocall mitigation program in strict compliance with 47 CFR § 64.6305(a), which includes the reasonable steps detailed in our uploaded Robocall Mitigation Program description.
