Exemption rules: Pursuant to 47 C.F.R. § 64.6304(a)(2), small, non-facilities-based voice service providers that rely on another provider’s switching and network infrastructure are granted an extension of the STIR/SHAKEN implementation obligation. Pacific Lightwave qualifies for this exemption because we are a non-facilities-based small voice service provider: we do not operate our own switching equipment or obtain direct numbering resources. Instead, we obtain service from Cordial, which operates the voice switch and performs STIR/SHAKEN authentication on calls. Accordingly, Pacific Lightwave has not directly implemented the STIR/SHAKEN framework. Consistent with 47 C.F.R. § 64.6305(a), we maintain a robocall mitigation program that includes: Reasonable steps to prevent originating illegal robocall traffic; Vetting of all new and renewing customers; Commitment to respond fully and within 24 hours to traceback requests; and Cooperation with the Commission, law enforcement, and the industry traceback consortium.
