Exemption rules: Exemption Basis: Pursuant to 47 CFR § 64.6301(a), the STIR/SHAKEN implementation obligation applies only to voice service providers that operate their own IP networks and originate calls onto the PSTN. Vendorflow does not maintain or operate its own facilities-based IP interconnection. Instead, Vendorflow relies exclusively on its upstream wholesale provider, Viirtue, to originate calls and perform full STIR/SHAKEN authentication and attestation. Why the Exemption Applies: * Vendorflow does not generate or transmit SIP Identity headers directly. * All outbound calls from Vendorflow’s end-user customers are routed through Viirtue, which has fully implemented STIR/SHAKEN across its network. Therefore, Vendorflow qualifies as a “Voice Service Provider without a STIR/SHAKEN obligation.” Vendorflow nonetheless maintains a robocall mitigation program as required under 47 CFR § 64.6305(a), which includes customer vetting, monitoring for suspicious call patterns, and a commitment to respond to traceback requests within 24 hours.
