Converge Telecoms operates a communications platform that incorporates voice communications services purchased from underlying carrier providers. Unlike facilities-based carriers that own and control their network infrastructure, Converge Telecoms lacks direct control over the network infrastructure, authentication servers, certificate management systems, and STIR/SHAKEN implementation protocols necessary to implement STIR/SHAKEN authentication independently. Our platform is dependent upon and limited by the STIR/SHAKEN implementation provided by our underlying carrier partners. We therefore lack the network infrastructure control necessary to implement STIR/SHAKEN authentication as contemplated by 47 CFR § 64.6301(a), and qualify for exemption consistent with FCC recognition of such limitations in 35 FCC Rcd. 3241¶ 40; 37 FCC Rcd. 6865 ¶ 36 & n.137; and id. ¶ 45 & n.170.
