Exemption rules: ThreePBX qualifies for the exemption under 47 CFR § 64.6304(a)(5), which provides that voice service providers without the technical ability to implement the STIR/SHAKEN authentication framework on their own network are not required to do so, provided they implement a robocall mitigation program. As a VoIP reseller, ThreePBX does not obtain numbering resources directly and does not perform call authentication or originate calls into the PSTN using its own STIR/SHAKEN implementation. Instead, our upstream carrier partners (who hold numbering resources and implement STIR/SHAKEN) perform authentication on our traffic. In compliance with FCC requirements, ThreePBX has adopted and enforces a Robocall Mitigation Program, which includes customer vetting, call traffic monitoring, and full participation in traceback efforts to prevent unlawful robocall activity.
