Exemption rules: Per 47 CFR § 64.6305(a)(2), a voice service provider may certify partial implementation of the STIR/SHAKEN framework when it cannot obtain the necessary certificates or lacks direct access to the PSTN, provided it: Implements STIR/SHAKEN “to the extent feasible,” and Relies on its upstream provider(s) to sign calls at the point of interconnection. Convergent Systems Technologies, Inc. provides VoIP voice services under a Master Carrier Agreement with SkySwitch. Because Convergent Systems Technologies, Inc. does not hold numbering resources or maintain direct interconnection with the PSTN, we are not able to obtain STI-PA certificates or perform call authentication directly. Pursuant to 47 CFR § 64.6305(a)(2), we certify partial implementation of the STIR/SHAKEN framework. All calls originating from our customers are routed through SkySwitch and its underlying carriers, who perform full STIR/SHAKEN call authentication before calls are delivered to the PSTN. As a result, our customers’ calls are signed in compliance with FCC requirements.
