Xybertek is a VoIP reseller and white-label provider that resells services from Skyswitch, which operates the underlying network. Skyswitch has implemented STIR/SHAKEN across its network, and all calls originated on that network are compliant. As a reseller, Xybertek does not control the underlying network infrastructure and therefore qualifies for this exemption. Xybertek maintains a robocall mitigation program to prevent illegal traffic and commits to cooperating with traceback requests from the Commission, law enforcement, and the industry traceback consortium.
