Lead4U LLC does not directly operate as a facilities-based voice service provider with its own interconnection to the PSTN. Instead, all calls originated by Lead4U’s end users are routed exclusively through BulkVS, its upstream provider. BulkVS has fully implemented the STIR/SHAKEN authentication framework as required by 47 CFR § 64.6301(a)(1)–(2). Accordingly, Lead4U LLC is exempt from implementing its own STIR/SHAKEN solution under 47 CFR § 64.6301(a)(4), as it does not have the technical capability or direct access to the underlying interconnection facilities to perform signing. Lead4U relies on BulkVS to perform STIR/SHAKEN authentication and attestation for all outbound calls. Lead4U enforces strict KYC onboarding, monitors traffic for abnormal or unlawful patterns, and commits to responding within 24 hours to traceback requests from the Commission, law enforcement, or the industry traceback consortium.
