- ProFoneX LLC is a reseller of VoIP services. The company does not own or operate any facilities-based switching or routing infrastructure. Instead, all call origination and SIP signaling are handled by its upstream carrier partners, primarily Telnyx and Commio for SIP trunking and Bicom Systems for hosted PBX services. Because ProFoneX LLC does not directly originate calls onto the PSTN using its own IP network, it is not a “voice service provider with a STIR/SHAKEN implementation obligation” under 47 CFR § 64.6304. Accordingly, ProFoneX LLC is exempt from direct STIR/SHAKEN implementation. STIR/SHAKEN obligations are fulfilled by its upstream providers. ProFoneX LLC's role is limited to account management and resale of hosted VoIP services. As such, its robocall mitigation responsibilities are limited to vetting customers, monitoring traffic patterns for abuse, and enforcing account suspensions in the event of unlawful robocall activity.
