We are a newly formed wholesale Interconnected VoIP provider that does not yet originate calls over facilities that support STIR/SHAKEN. Our network is currently not IP-based end-to-end and does not interconnect with the PSTN in a manner that supports SIP calls with full attestation capability. Therefore, we are filing under 47 CFR § 64.6305(a), which permits providers who have not implemented STIR/SHAKEN to instead operate a Robocall Mitigation Program. Under this rule, we certify that all calls we originate are subject to a robust Robocall Mitigation Program, as required. We take reasonable and affirmative steps to prevent the origination of illegal robocall traffic, which includes: Strict KYC (Know Your Customer) vetting of all resellers and wholesale clients Traffic monitoring for high-risk patterns, short-duration calls, and anomalies Immediate investigation of any complaints or suspicious traffic Written reseller and customer agreements prohibiting illegal robocall campaigns Additionally, we commit to respond fully and within 24 hours to any traceback request from the FCC, law enforcement, or the Industry Traceback Consortium (ITBC), and we fully cooperate to identify and terminate the source of any unlawful robocall traffic that may transit our network. At this time, our company has not implemented STIR/SHAKEN on any portion of our network. However, we plan to implement STIR/SHAKEN as our infrastructure evolves to support SIP-based call origination. We further affirm that no prior RMD certification has been removed by the Commission and that we have not been prohibited from participating in the Robocall Mitigation Database.
