- Business Telco, LLC is a newly formed VoIP service provider currently in the early stages of launching operations. We have applied for a FCC Form 499 Filer ID, which is a prerequisite for further regulatory compliance. At this stage, we respectfully request exemption from compliance with the Universal Service Fund (USF), Telecommunications Relay Service (TRS), North American Numbering Plan Administration (NANPA), and Local Number Portability (LNP) contributions based on the nature of our operations. As a wholesale-only VoIP provider, Business Telco, LLC does not serve end-user customers directly. Instead, we exclusively offer services to resellers and other wholesale carriers who are responsible for complying with contribution requirements or pass-through contributions to their end-users. This exemption is supported by FCC rules, specifically 47 CFR § 54.706(d), which state that contributors that do not provide service to end-users and only sell to other contributors may not be required to contribute directly, provided that the contribution obligations are fulfilled further downstream. Once our 499 Filer ID is activated, we will proceed with applying for our Operating Company Number (OCN) and begin the registration process with the STI-PA. Upon successful completion, we will then obtain the STIR/SHAKEN certificate required to participate in robocall mitigation and call authentication.
