Exemption rules
ULEC has begun implementing the STIR/SHAKEN authentication framework across its network. However, full implementation is not yet complete. ULEC currently signs calls where technically feasible and maintains a robust robocall mitigation program for all unsigned traffic. The company monitors traffic patterns, enforces strict KYC protocols, and responds to traceback requests within 24 hours. This certification is consistent with 47 CFR § 64.6301(a)(1) and (2) as the company continues its phased deployment of STIR/SHAKEN.; 47 CFR § 64.6302(b) ULEC is in the process of implementing STIR/SHAKEN for SIP calls it carries as a non-gateway intermediate provider. Implementation is partial at this stage, with mitigation procedures in place for all unauthenticated calls.
