Exemption rules: We are a non-U.S. voice service provider that does not have facilities located in the United States and does not obtain numbers directly from the North American Numbering Plan Administrator (NANPA) or the Pooling Administrator. Therefore, we are exempt from the STIR/SHAKEN implementation requirement in accordance with 47 CFR § 64.6304(g). Under this rule, foreign voice service providers that do not have control over U.S. telephone numbers and that originate calls only for the purpose of reaching their own customers or interconnecting with U.S. networks are not required to implement the STIR/SHAKEN framework, provided they maintain a robocall mitigation program consistent with 47 CFR § 64.6305(a). We confirm that all calls we originate are subject to our robocall mitigation program, and we take reasonable steps to prevent the origination of illegal robocalls. We also commit to responding to traceback requests within 24 hours and cooperating fully with the Commission, law enforcement, and the traceback consortium.
