Explanation: The platform provided by the filer does not support programmatic or API-based call origination. All calls are manually initiated by users via SIP-based webphones or softphones. The platform does not originate or transit calls from other providers and does not serve as an intermediate provider or gateway provider. Outbound call traffic is handed off to upstream carriers (such as BulkVS), who are responsible for STIR/SHAKEN compliance at the PSTN ingress. As such, the filer does not originate SIP calls onto the PSTN directly and relies on upstream carriers that handle authentication and attestation responsibilities. Therefore, under the current FCC rules, the filer qualifies as a Core Service Provider without a STIR/SHAKEN obligation.
