Exemption rules: Rule Cited: 47 CFR § 64.6304(a)(2) – Exemption for voice service providers that do not have control over the network infrastructure necessary to implement STIR/SHAKEN. Explanation: Lucky Fiber LLC is a VoIP reseller that does not directly originate calls onto the public switched telephone network (PSTN) using its own facilities. All outbound calls are routed through an upstream provider (VoIP.ms) that maintains and controls the underlying SIP infrastructure and performs STIR/SHAKEN call authentication on our behalf. Because Lucky Fiber LLC does not have direct control over the network infrastructure required to implement STIR/SHAKEN, we qualify under the exemption described in 47 CFR § 64.6304(a)(2). Additionally, we do not currently possess or control our own numbering resources, nor do we have the capability to sign calls independently. We have implemented a robocall mitigation program consistent with 47 CFR § 64.6305(a), including reasonable measures to prevent the origination of illegal robocall traffic, customer vetting procedures, and a commitment to respond to all traceback requests from the Commission, law enforcement, and the Industry Traceback Group within 24 hours.
