Exemption rules: Spirewind LLC is a pure hosted-PBX/SIP reseller that: Does not own or operate any switching, routing, or interconnection equipment that hands traffic directly to the PSTN. All outbound calls are delivered over SIP to our wholesale carrier Telnyx LLC., which performs full STIR/SHAKEN A-level signing before the calls leave its network. Has no NANP numbering resources and therefore cannot obtain an SPC token. Current STI-PA policy limits tokens to entities with numbering authority; we are ineligible. Exercises only application-level control over customer PBXs. We cannot insert, remove, or modify SIP authentication headers on the Telnyx network edge. Maintains a robocall-mitigation program that (a) onboards only personally-known business customers, (b) monitors traffic for anomalous volume or high-risk patterns, (c) immediately suspends any suspect source, and (d) commits to respond to all traceback requests within 24 hours. Because we lack the network infrastructure and legal authority required to implement STIR/SHAKEN ourselves, § 64.6305(d)(2)(i) exempts us from that obligation. Until such time as we acquire numbering resources or direct PSTN interconnection, we will continue to rely on our upstream carrier’s authentication while enforcing the mitigation measures described above.
