Exemption rules: Telecom2 (T2) is an OFCOM regulated, SIP-based voice service provider that has been operating in the UK since 2009. that originates outbound calls on behalf of U.S. enterprise clients. However, T2 does not obtain telephone numbers directly from the North American Numbering Plan Administrator (NANPA) or Pooling Administrator. Instead, telephone numbers are provisioned through selected STIR/SHAKEN resellers, which are certified providers responsible for number assignment and inbound routing. As a result, T2 is currently unable to obtain a STIR/SHAKEN certificate from the Secure Telephone Identity Governance Authority (STI-GA), which is a prerequisite for participating in STIR/SHAKEN call authentication. Until such certification becomes possible, T2 is submitting a robocall mitigation program in accordance with 47 CFR § 64.6305(a) and commits to: Implementing reasonable and effective measures to prevent illegal robocalls, Responding to traceback requests within 24 hours, Cooperating with industry efforts to detect and mitigate robocall abuse.
