Exemption rules: Text Groove Communications Inc. is exempt from STIR/SHAKEN implementation requirements under 47 CFR § 64.6301(a), which applies only to providers that originate SIP calls in the U.S. PSTN. As a foreign voice service provider that does not originate any traffic to the U.S., we fall outside the scope of this mandate. Pursuant to 47 CFR § 64.6305(d), foreign voice service providers that receive but do not originate U.S. PSTN traffic must still certify and submit a robocall mitigation program, but are not required to implement STIR/SHAKEN. Our network exclusively handles inbound U.S.-originated traffic, delivered to Canadian customers. We do not originate, transit, or terminate outbound U.S. PSTN calls, nor do we assign NANP numbers for such purposes. Accordingly, we qualify as a “voice service provider without a STIR/SHAKEN obligation” under § 64.6305(d)(4)(vi)(C).
