Exemption rules
Cosán is exempt from implementing the STIR/SHAKEN framework under 47 CFR § 64.6304(a)(2) because it does not have control over the SIP signaling used to initiate calls and does not have the technical capability to sign calls with STIR/SHAKEN tokens. Cosán originates calls through its upstream provider, Twilio Inc., which is a registered STIR/SHAKEN-enabled provider that performs all call authentication and attestation. Cosán does not operate its own SIP-based infrastructure and does not hold Secure Telephone Identity (STI) certificates. While Cosán uses automated outreach tools—including IVR systems, prerecorded provider messages, and AI-enabled voice agents—all calls are authenticated through Twilio's network. Cosán maintains exclusive control over call initiation, utilizing only its own employees and systems for all calling functions, and does not outsource to third-party dialers or call centers. All outbound calls are recorded for quality assurance and compliance enforcement. Cosán is in the process of migrating to Bandwidth Inc., another certified STIR/SHAKEN-compliant provider, and will update its FCC registration accordingly once the transition is complete.
