- The filer has partially implemented STIR/SHAKEN in its IP-based voice network but does not yet meet the full criteria for exemption under 47 CFR § 64.6305(c). While STIR/SHAKEN has been deployed on portions of the IP traffic, some calls either: Originate or terminate on non-IP networks, or Transit through intermediate providers not yet STIR/SHAKEN-enabled. As a result, the filer does not qualify for the exemption and has submitted a robocall mitigation program to the FCC's Robocall Mitigation Database. The mitigation program includes: Implementation of Know-Your-Customer (KYC) procedures, Regular traffic pattern analysis to identify suspected illegal robocall activity, Call analytics and traceback cooperation, and Plans to expand STIR/SHAKEN coverage across all applicable traffic segments. The filer remains committed to full compliance with FCC rules and continues to work toward achieving full STIR/SHAKEN implementation in coordination with upstream and downstream carriers.
