Exemption rules
The filer is exempt from compliance with the STIR/SHAKEN implementation requirement pursuant to 47 CFR § 64.6304(a)(1). This rule provides an exemption for voice service providers that cannot obtain a certificate to participate in STIR/SHAKEN because they do not operate an IP-based portion of their network and thus cannot implement the STIR/SHAKEN protocol. This exemption applies to the filer because all voice traffic originated on its network is transmitted via non-IP-based (e.g., TDM or legacy) technology, which is incompatible with STIR/SHAKEN protocols.
