Exemption rules: Under the FCC’s TRACED Act and STIR/SHAKEN mandate, certain voice service providers are exempt from implementing a full Robocall Mitigation Program if they meet one of the following conditions: Full STIR/SHAKEN Implementation If the filer has fully implemented STIR/SHAKEN across their IP-based network, they are exempt from filing a Robocall Mitigation Plan. This means they sign and authenticate all calls using the STIR/SHAKEN framework, preventing caller ID spoofing. Non-IP Networks Exemption If the filer operates a non-IP-based network (e.g., TDM-based legacy systems) and is unable to implement STIR/SHAKEN, they are required to submit a Robocall Mitigation Plan but are exempt from full STIR/SHAKEN compliance until a technological solution becomes available. Small Voice Service Providers (Limited Extension) Previously, small providers (under 100,000 subscribers) had a deadline extension for STIR/SHAKEN, but they must now comply unless specifically granted an exemption by the FCC.
