- We do not directly provide voice services. We resell wholesale voice services from voice providers Alianza and xCast (ClearlyIP) to our Internet Service Provider (ISP) customers, who purchase those services through us. Because the technology to originate calls belongs to Alianza and ClearlyIP, they have the obligation and ability to sign calls as the originating service provider, and are the "first party" as contemplated in the FCC's Eighth Report and Order (FCC 24-120). The FCC has acknowledged that providers who lack the infrastructure to sign calls do not have a STIR/SHAKEN implementation obligation. See, 47 CFR 64.6305(d) -- especially paragraph (d)(2)(i). See also footnotes 64, 77, and 85 in the Order. Neither we, nor any of our ISP customers that sell the voice services that are purchased through us to their end-user subscribers, control the network infrastructure necessary to sign calls. We rely on Alianza and ClearlyIP to sign the calls as they control the infrastructure necessary to do so. However, we do have policies in place to know our customer. We also commit to assist with all traceback requests made by Alianza, ClearlyIP, the Industry Traceback Group (“ITG”), law enforcement authorities, and government agencies to investigate and address suspected unlawful robocalls originated by our ISP customers, or the end-user customers of our ISP customers.
