Specifically, EASY-CHAT SERVICES LLC applies the STIR/SHAKEN authentication framework based on call destination and regulatory applicability. All traffic originated by EASY-CHAT SERVICES LLC and destined for the United States is subject to STIR/SHAKEN authentication where technically feasible and required under FCC rules. EASY-CHAT SERVICES LLC therefore applies STIR/SHAKEN authentication based on destination criteria, ensuring that U.S.-bound traffic is authenticated while non-U.S. traffic is handled in accordance with applicable foreign regulatory frameworks and interconnection requirements. Technical Interoperability Constraints Certain legacy platforms, downstream customer systems, or interconnecting carriers may lack full STIR/SHAKEN capability or support incompatible signaling architectures. In these cases, EASY-CHAT SERVICES LLC employs alternative robocall mitigation measures consistent with 47 CFR § 64.6305(a), including enhanced traffic monitoring, anomaly detection, customer vetting, and rapid mitigation actions. Compliance Through Robocall Mitigation Program For all calls originated on portions of the network where STIR/SHAKEN is not technically deployed, EASY-CHAT SERVICES LLC applies a comprehensive robocall mitigation program that includes: Reasonable and proactive steps to prevent the origination of illegal robocall traffic; Real-time traffic analysis and pattern detection; Immediate blocking or suspension of suspicious or non-compliant customers; Strict Know Your Customer (KYC) and Acceptable Use Policy enforcement. Traceback and Enforcement Cooperation Commitment EASY-CHAT SERVICES LLC maintains a firm commitment to respond fully and within 24 hours to all traceback requests received from the FCC, law enforcement agencies, and the Industry Traceback Group (ITG). The company actively cooperates with these entities to investigate, mitigate, and stop illegal robocall activity, regardless of whether the traffic is STIR/SHAKEN-authenticated. Good-Faith, Phased Implementation Strategy EASY-CHAT SERVICES LLC’s partial STIR/SHAKEN implementation reflects a good-faith, phased deployment strategy, consistent with FCC guidance recognizing that some providers may require additional time or technical adaptations to achieve full network-wide implementation.
