- The filer is a voice service provider that originates outbound-only calls as part of an application-layer automated appointment reminder service and is currently in the process of implementing STIR/SHAKEN in accordance with the FCC’s Third-Party Authentication Order. At this time, the filer does not yet possess its own STIR/SHAKEN certificate or SPC token and therefore has not implemented STIR/SHAKEN signing using its own identity. Pursuant to 47 CFR § 64.6301(a)(2), filers that have not implemented STIR/SHAKEN are permitted to continue originating calls provided that all such calls are subject to a robocall mitigation program consistent with 47 CFR § 64.6305(a). The filer has implemented such a robocall mitigation program, including measures to prevent the origination of illegal robocalls, customer vetting, purpose-limited outbound calling, and a commitment to respond fully and within 24 hours to traceback requests from the Commission, law enforcement, and the industry traceback consortium. The filer is actively taking steps to complete STIR/SHAKEN implementation, including obtaining a NECA Operating Company Number (OCN), filing FCC Form 499-A, and preparing to register with the STI Policy Administrator and enable hosted signing through its upstream provider. The filer will update its Robocall Mitigation Database certification upon completion of STIR/SHAKEN implementation.
