Exemption rules
Concord sells a fax document delivery service with no voice component and different protocols. Concord delivers fax traffic primarily utilizing the TDM networks of underlying telecommunications carriers, with a smaller portion carried over SIP trunks or a combination of SIP and TDM.   As a voice service provider, Concord relies upon a continuing exemption for implementing STIR/SHAKEN authentication for TDM traffic, and traffic carried over networks in which Concord lacks control of the network infrastructure necessary to implement the STIR/SHAKEN framework (see Report and Order WC Docket 17-97, released 3/31/20 at paragraph 40).
