- Voice Service Providers ("VSP") that exclusively rely on the network of its Underlying Network Provider ("UNP") to originate, transport and terminate calls cannot fully implement STIR and SHAKEN. VSP's end-user customers service is PICed to the UNP and the UNP originates, transports and terminates their calls. The UNP signs the calls coming onto UNP's network to since VSP has no method to insert its info onto the UNP's network. IF a traceback or suspicion of fraud is detected as originating from an ANI identified with the VSP, the UNP can readily identify the company responsible for PICing the end-user ANI to the UNP's network and work with the VSP to address the issue. Therefore, VSP cannot implement STIR and SHAKEN since it relies on its UNP to sign each call (See 64.6301 (A)(1) and (2)). As a result, VSP is submitting its Robocall Mitigation Plan attachere hereto setting forth how it will address those issues identified by its UNP.
