Exemption rules
Cybtel LLC provides VoIP-based voice services through its mobile application, allowing registered users to originate international calls, including calls to U.S. numbers. While a portion of our infrastructure is SIP-enabled, we rely on upstream wholesale carriers for certain segments of our call routing. These carriers do not consistently provide end-to-end SIP interconnections or support the STIR/SHAKEN framework across the entire call path. Due to this dependency on third-party networks and lack of full control over the end-to-end signaling of all originated calls, Cybtel cannot fully implement the STIR/SHAKEN authentication framework on 100% of its originated traffic. This qualifies us for the exemption under 47 CFR § 64.6304(a)(2). Cybtel remains committed to implementing STIR/SHAKEN where technically feasible and continues working with upstream partners to expand SIP interoperability for future compliance.
