- The Filer is an international voice service provider incorporated and operating entirely outside the United States under the laws of Romania. Pursuant to 47 C.F.S. § 64.6301, the FCC's STIR/SHAKEN mandate applies to domestic physical network infrastructure. The Filer does not own, operate, or lease any physical switching equipment, points of presence, or network facilities within the United States. All U.S.-bound traffic is handed off to U.S.-licensed gateway providers at international boundaries. Consequently, the Filer cannot directly sign tokens within the U.S. ecosystem. However, to maintain access to U.S. networks, the Filer has implemented a comprehensive Robocall Mitigation Program, as detailed in our attachment, which includes rigorous 'Know Your Customer' (KYC) checks and immediate suspension of any upstream peer generating fraudulent or unauthenticated traffic.
