- D1AL LLC is a non-facilities-based voice service provider and reseller. D1AL does not own or operate the underlying network infrastructure (e.g., originating SIP gateways, voice switches, or call authentication systems) through which calls are originated. D1AL resells voice services obtained from facilities-based upstream carriers, which serve as the originating carriers for all calls transiting D1AL's customers. Because D1AL does not control the network layer at which STIR/SHAKEN signing occurs, it does not have access to the technical facilities necessary to independently obtain a STIR/SHAKEN certificate from a Certification Authority (CA) or to sign calls with an Attestation Identity Manager (AIM). D1AL's upstream carriers, who own and operate the originating network infrastructure, apply STIR/SHAKEN authentication and sign calls on behalf of traffic transiting their networks. Accordingly, D1AL qualifies for the exemption available to non-facilities-based providers who lack the network access required to implement call signing, and instead relies on its upstream facilities-based carriers to satisfy STIR/SHAKEN authentication obligations at the point of origination. D1AL maintains a robocall mitigation program consistent with 47 CFR § 64.6305(a), including reasonable steps to avoid originating illegal robocall traffic and a commitment to respond to traceback requests within 24 hours.
