Under 47 CFR § 64.6305(d)(2)(i), a foreign voice service provider certifying to less than complete STIR/SHAKEN implementation is not required to identify a domestic implementation extension. FCC guidance in DA 26-72, Appendix A, Questions 2 and 10, confirms that a foreign provider may select “Option 3 – No STIR/SHAKEN Implementation” and identify its foreign-provider status in this field. Swift Mobile Solutions provides voice service outside the United States and can originate calls terminating in the United States. It has not implemented STIR/SHAKEN on any portion of its network and therefore selects Option 3.
