47 CFR § 64.6304(a)(1)(iii) - Small provider exemption for providers with fewer than 100,000 subscriber lines who lack control over network infrastructure necessary to implement STIR/SHAKEN. MaxRev Interactive, Corp qualifies for this exemption because: (1) We serve fewer than 100 customers, well below the 100,000 subscriber line threshold; (2) We operate as a voice service provider through wholesale carrier partnerships and do not own or control the underlying network infrastructure required for direct STIR/SHAKEN implementation; (3) We rely entirely on our wholesale providers to provide STIR/SHAKEN authentication services including call signing, certificate management, and attestation level assignment for all customer traffic.

Description
On August 25, 2025, MaxRev Interactive, Corp (RMD ID: RMD0011641) was pulled from the FCC’s robocall database, this followed Enforcement Bureau Order DA-25-737. The order removed 1,203 voice carriers because they didn’t follow through on updated RMD rules set by the Sixth Caller ID report along with Public Notice DA 24-73. MaxRev did not submitted their required certification update or robocall plan before the first cutoff on February 26, 2024 and the April 29, 2024 final cure deadline. MaxRev was included in the December 2024 show cause process but did not cure the deficiency by December 31st, 2024. This removal was due to administrative oversight in updating filings to meet new 2024 requirements. MaxRev Interactive has now updated all required filings and is committed to ongoing compliance with all Commission robocall mitigation requirements.
