Exemption rules
The filer is exempt under 47 CFR § 64.6301(a) and § 64.6302, which require STIR/SHAKEN only for voice service providers that originate or terminate calls. LeadsPedia, Inc. is a non-gateway intermediate provider that solely routes/forwards calls and does not originate or terminate traffic. Consistent with 47 CFR § 64.6305(c), we maintain a robocall mitigation program and commit to full traceback cooperation.

Prior investigations / actions

Description
LeadsPedia’s Robocall Mitigation Plan and Certifications (RMP) was subject to a removal action on August 25, 2025 in investigation EB-TCD-24-00036890. In that action, the Federal Communications Commission, Enforcement Bureau found LeadsPedia’s RMP deficient “because [LeadsPedia] failed to update [its certification] with the required information. Despite receiving an email notification from the [FCC’s Wireline Competition Bureau WCB and the Bureau] informing the Company that its RMD certification was noncompliant, and an order from the Bureau to cure the deficiency or explain why the Company should not be removed.” (FCC Order DA-25-737 ¶7). Previously, on December 10, 2024, the Bureau had issued a Show Cause Order providing LeadsPedia and 2,410 other companies a final opportunity to cure deficiencies in their RMPs and notify the Bureau that the deficiencies had been cured; or to file a response with sufficient explanation for why the Bureau should not remove the Company’s RMP from the RMD (FCC Order DA-24-1235). LeadsPedia negligently failed to respond to the Order or update its RMP, resulting in the August 25, 2025 Removal Order. LeadsPedia immediately responded to the Commission’s Removal Order, revised its RMP, and provided it to the Commission. On August 29, 2025, the Commission provisionally reinstated LeadsPedia’s RMP filing. On December 2, 2025, the FCC Enforcement Bureau notified LeadsPedia that its RMP was further deficient in that it did not sufficiently describe the prior investigation and that it did not sufficiently detail its Know Your Customer plan, such as failing to indicate whether it utilizes a third-party vendor for analytics. It was given 14 days to respond. LeadsPedia filed its revised RMP on December 16, 2025.
