- Basis for no STIR/SHAKEN implementation / exemption: Metis Company LLC is a non-facilities-based provider that does not operate or control any IP-based or TDM voice network infrastructure capable of performing STIR/SHAKEN call authentication. Metis does not hold an OCN, does not control any SIP interconnection, and does not have the ability to obtain or use an SPC token to sign calls on a network it controls. All calls initiated by Metis’s platform are originated and carried over the networks of upstream wholesale carriers (including Twilio, Bandwidth, and Telnyx) that themselves implement STIR/SHAKEN and hold the SPC tokens and certificates used to authenticate calls. Metis has no technical control over the signaling or network elements used to perform STIR/SHAKEN authentication and therefore lacks control over the network infrastructure necessary to implement STIR/SHAKEN within the meaning of 47 C.F.R. § 64.6305(d)(2)(i). Consistent with the Commission’s Call Authentication Trust Anchor rules, Metis has certified as a voice service provider without a STIR/SHAKEN implementation obligation and has selected “No STIR/SHAKEN Implementation - Performing Robocall Mitigation” in the Robocall Mitigation Database. Metis’s calls are authenticated and attested by its upstream carriers, and Metis implements the robocall mitigation program described in this filing for all traffic it originates via those carriers.
