- Exemption Rule and Detailed Explanation Exemption Rule: Under 47 CFR § 64.6304(a)(2), small voice service providers serving 100,000 or fewer lines are exempt from the STIR/SHAKEN implementation requirement until June 30, 2023. This exemption was provided to allow small providers additional time to overcome technical and financial barriers to implementing STIR/SHAKEN. Explanation: Accent Communication Services, Inc. qualifies as a small voice service provider under this rule, serving fewer than 100,000 lines. As a small provider, we have faced several challenges, including limited resources and the need to update our legacy infrastructure to support STIR/SHAKEN. While we are actively working towards full compliance, including acquiring an OCN and obtaining a STIR/SHAKEN certificate, the technical constraints and costs associated with upgrading our infrastructure have delayed complete implementation. Therefore, we are invoking this exemption rule as we continue our efforts to achieve full compliance. Current Status and Mitigation: • We are in the process of acquiring the necessary STIR/SHAKEN certificate and have begun implementing it on systems where feasible. • For systems that do not yet support STIR/SHAKEN, we are relying on our upstream provider, Bandwidth.com, to sign all outbound calls on our behalf. • We are also exploring solutions to bring our legacy SIP to TDM trunking services into compliance. This exemption applies to us due to our small provider status and the associated challenges, and we are committed to achieving full compliance as soon as possible.
