Los Alamos Commnet Inc has not implemented STIR/SHAKEN on its own network and does not hold an SPC token. Under current STI-GA/STI-PA policies we are not presently able to obtain our own SPC token, so we cannot directly deploy STIR/SHAKEN. Instead, we rely on our upstream carrier (Sinch) to sign outbound SIP traffic where feasible and apply our robocall mitigation program (KYC, traffic monitoring, traceback cooperation, and enforcement) to all calls we originate. Once we are eligible to obtain an SPC token, we will do so and implement STIR/SHAKEN without delay

Prior investigations / actions

Description
Los Alamos Commnet Inc (d/b/a Los Alamos Network) has been the subject of action by the Federal Communications Commission (FCC) Enforcement Bureau related to our Robocall Mitigation Database (RMD) filing. The matter began when the FCC identified our prior RMD certification as deficient and not updated in accordance with the Commission’s rules and the February 26, 2024, deadline. The Enforcement Bureau subsequently issued an order removing our RMD certification (RMD0009784) for failure to cure those filing deficiencies. To our knowledge, this action was limited to our non-compliant/deficient RMD filing and failure to update the certification on time; we are not aware of any findings by the FCC or any other regulatory or law enforcement agency that Los Alamos Commnet engaged in illegal robocalling, fraud, or other traffic-related wrongdoing. Separately, we have participated in an Industry Traceback Group (ITG) traceback initiated via our upstream carrier (Sinch) regarding a single suspicious call that appeared to originate from our network. That matter is being handled at the industry-traceback/carrier level, and as of now we have not been informed of any formal findings of wrongdoing by a law enforcement or regulatory agency arising from that traceback. Current status: Our certification remains removed from the Robocall Mitigation Database. We have submitted a revised Robocall Mitigation Plan and updated certification in the RMD portal and are actively working with the FCC, through the reinstatement request process, to bring our filing into full compliance and obtain reinstatement. We have also updated our contact information and internal procedures to ensure timely receipt and response to future FCC notices. No other final determinations of wrongdoing have been issued to our knowledge. On August 25, 2025, in DA 25-737, the FCC Enforcement Bureau removed Los Alamos Commnet Inc’s RMD certification (RMD0009784) for failing to timely update our robocall mitigation plan and certification with the information required by the amended rules and for not curing those deficiencies or responding to the December 10, 2024 Show Cause Order by the December 31, 2024 deadline
