Carden IT Services, LLC qualifies under the extension in 47 CFR § 64.6304 for non-facilities-based providers. Carden IT does not hold its own numbering resources or operate as an underlying carrier. All outbound calls are delivered through upstream SIP trunking partner Bandwidth (and any future provider we utilize), who apply STIR/SHAKEN signing and A-level attestation on our behalf. Carden IT Services LLC is pending final SPC token issuance from iconectiv, their IT department is currently processing the request. Telonium signing is not active at this time, and Bandwidth signing is limited to Bandwidth-originated traffic only. Currently Carden IT Services only uses Bandwidth for traffic and will remain so until the STIR/SHAKEN implementation. STI-PA (iconectiv) certificate activation pending. Delay caused by federal shutdown period and not being listed in the RMD database to be able to proceed. Signing will commence immediately upon SPC token issuance. Full STIR/SHAKEN attestation will be filed within 10 business days post activation. Telonium hosting STI-AS only; Carden IT Services LLC will sign using its own certificate once active. This is currently estimated to be December 14 2025. Full signing will commence immediately upon issuance, at which point we will amend our filing to Option 1 within 5 business days.

Description
In December 2024, the FCC Enforcement Bureau issued Show Cause Order DA 24-1235 naming Carden IT Services, LLC (RMD File No. RMD0009630) in Appendix A as having a deficient Robocall Mitigation Database (RMD) certification because our filing did not include an updated robocall mitigation plan and newly required information under the amended section 64.6305 rules. On August 25, 2025, the FCC Enforcement Bureau issued Removal Order DA 25-737 (File No. EB-TCD-25-00038590), which removed Carden IT Services, LLC’s RMD certification (RMD0009630) for failure to cure the identified deficiencies by the applicable deadline and prohibited us from refiling in the RMD without prior consent from the Wireline Competition Bureau and the Enforcement Bureau. Date Commenced: December 10, 2024 (DA 24-1235 Show Cause Order); removal Order issued August 25, 2025 (DA 25-737). Nature of Action: Administrative show-cause and subsequent removal orders related to a deficient Robocall Mitigation Database certification — specifically, failure to update our certification and robocall mitigation plan to include the information required by the Sixth Caller ID Authentication Order and Seventh Report and Order on call blocking, and to commit formally in our filing to 24-hour traceback response and enhanced mitigation obligations. Findings: The Bureau found that Carden IT Services, LLC’s RMD certification and mitigation plan were deficient and therefore subject to removal from the Robocall Mitigation Database. The orders did not find that Carden IT Services, LLC originated or transmitted illegal robocalls, engaged in unlawful spoofing, or caused consumer harm; the enforcement action was limited to documentation and procedural non-compliance with updated RMD filing requirements. No monetary forfeitures or penalties were imposed. Status: Following DA 25-737, Carden IT Services, LLC has implemented a strengthened robocall mitigation program, including full STIR/SHAKEN call authentication for all originated traffic using a third-party signing provider (Telonium), enhanced customer-vetting and monitoring procedures, and formal 24-hour traceback response processes. We have designated a robocall mitigation compliance officer and prepared an updated Robocall Mitigation Plan and RMD certification that address the deficiencies identified in DA 24-1235 and DA 25-737, and we are seeking approval from the Wireline Competition Bureau and Enforcement Bureau to refile in the Robocall Mitigation Database consistent with 47 C.F.R. § 64.6305. As of the date of this filing, the removal Order DA 25-737 remains in effect, and there have been no findings that Carden IT Services, LLC engaged in unlawful robocalling or spoofing.
