Clear Converse acknowledges its obligation under 47 CFR section 64 point 6301 subsection a to implement the STIR SHAKEN caller authentication framework. The company has begun implementation and is completing the remaining requirements including OCN assignment, STI PA approval, SPC token issuance, certificate acquisition, and integration into its platform. Clear Converse originates one hundred percent of its outbound traffic through QuestBlue, which applies STIR SHAKEN signing to calls that transit its network. Clear Converse also receives approximately thirty percent of its inbound traffic through Bandwidth, which applies STIR SHAKEN signing to authenticated calls delivered through its network. Full implementation on Clear Converse facilities is still in progress, and the company continues to make steady progress toward full deployment.

Description
Clear Converse Corporation was subject to an enforcement action initiated by the Federal Communications Commission Enforcement Bureau in August 2025 related to a deficient filing in the Robocall Mitigation Database. The action commenced in August 2025 and resulted in the temporary removal of the company’s filing from the Robocall Mitigation Database. The enforcement action concerned deficiencies in the company’s certification and supporting robocall mitigation information, including inconsistencies related to STIR SHAKEN implementation status. No allegations were made that Clear Converse Corporation originated illegal robocall traffic. Clear Converse Corporation did not receive or become aware of the Commission notices requesting updates to the company’s Robocall Mitigation Database filing at the time they were issued. Based on information available to the company at that time, including publicly available guidance and industry communications, the company understood that continued progress toward STIR SHAKEN implementation and maintenance of a robocall mitigation program were sufficient while administrative requirements were being completed. Once Clear Converse Corporation became aware of the deficiency and the need to revise its filing, the company promptly took corrective action. This included updating contact information, designating compliance responsibility, revising the Robocall Mitigation Program Description, and submitting an updated certification reflecting partial STIR SHAKEN implementation and active mitigation measures. The current status of the enforcement action is resolved on a provisional basis. No final adverse determination has been issued against Clear Converse Corporation. The company remains in communication with Commission staff and will continue to update its filing as required to ensure ongoing compliance with FCC rules.
