Exemption rules: Vistanet Telecommunications Inc. (“Vistanet”) is a reseller of white-labeled voice services offered by Viirtue, Inc. (“Viirtue”) for which DC Access does not control the softswitch, number porting or call trunking for the associated calls. In the Second Caller ID Authentication Report and Order, 36 FCC Rcd 1859, 1868, para. 19 (citing First Caller ID Authentication Report and Order, 35 FCC Rcd at 3260, para. 40), the Commission stated that such providers do not have a STIR/SHAKEN obligation (“And we clarified that voice service providers which lack control over the network infrastructure necessary to implement STIR/SHAKEN are not subject to our implementation requirements.”)

Description: On August 25, 2025, the Enforcement Bureau of the FCC adopted an Order, In the Matter of Robocall Mitigation Database Filers, DA 25-737 (“Removal Order”), removing Vistanet from the Robocall Mitigation Database (RMD) due to the deficiency of Vistanet’s RMD certification, because: (1) a robocall mitigation plan was not provided or lacked sufficient information by the February 26, 2024 deadline; and (2) the certification lacked information required by the same deadline. Prior to the Removal Order, the Enforcement Bureau issued an Order on December 10, 2024, affording Vistanet a final opportunity to cure the deficiencies in its RMD certification or file a response with sufficient explanation for why the Bureau should not remove Vistanet’s certification from the RMD. Vistanet did not respond to the December 10, 2024 Order. On September 17, 2025, the Enforcement Bureau provisionally reinstated Vistanet’s filing in the RMD and required further correction of Vistanet’s RMD filing. Vistanet submitted an updated filing on December 2, 2025. On February 4, 2026, the Enforcement Bureau identified certain remaining deficiencies in the filing for further correction. As of the date of certification below, Vistanet corrects the remaining deficiencies.
