Description
Description of the action: Removal of Joyn Communications’ Robocall Mitigation Database Certification because the company did not update its RMD certification and robocall mitigation plan by February 26, 2024. Regulatory agencies involved: Enforcement Burau of the Federal Communications Commission and the FCC's Wireline Competition Bureau (WCB). Date of action: March 29, 2024. Current status of the action: Joyn Communications’ Robocall Mitigation Database filing was provisionally reinstated on August 29, 2025. In an email dated January 26, 2026, Commission staff have identified the following remaining deficiency that must be corrected: The Company does not sufficiently describe the action or investigation that it was subject to. This recertification attempts to further describe the action it was subject to. Summary of the findings of wrongdoing made in connection with the action: Joyn Communications did not update its RMD certification to provide the newly-required information and did not update its robocall mitigation plan by February 26, 2024. Following a notification by the WCB on March 29, 2024, Joyn Communiations failed to submit an updated certification and updated robocall mitigation plan in the Robocall Mitigation Database by Monday, April 29, 2024. Subsequently, Joyn Communications failed to comply with the Enforcement Bureau’s Show Cause Order, issued December 10, 2024, and published December 17, 2024, affording the company a final opportunity to cure the deficiencies in its RMD certification and notify the Enforcement Bureau that the deficiencies have been cured. The deadline was December 31, 2024. On August 25, 2025, Joyn Communications' certification was removed from the RMD by the Bureau's Order. Following a provisional reinstatement on August 29, 2025, the Enforcement Bureau noted three deficiencies which must be addressed by December 5, 2025: 1) A human principal is not identified in the “Principals, Affiliates, Subsidiaries, and Parent Companies” field; 2) The Company does not answer “yes” in the field that asks providers whether they have been subject to a “formal Commission, law enforcement, or regulatory agency action or investigation and the Company does not describe the action or investigation that it was subject to; 3) The Company’s STIR/SHAKEN attestation is inconsistent with what the Company has stated in its RMD plan. These deficiencies were corrected on November 25, 2025. Final determination: Not yet issued.
