- "Small Provider Extension" with 100,000 or fewer subscriber lines. We actually only have less than 100 subscriber lines, and we know everyone of our customers and they are actual physical office customers with know addresses. Another exemption reason is technical limitation that our network and server is 14 years old and source code is very legacy that no vendor supports. But we do have a Robocall Mitigation Plan. Please see our submitted mitigation plan in Voko_Communications_Robocall_Mitigation_updated_03252026.pdf. In summary, our network has very very limited traffic only from 40 known offices have physical addresses. Our company has direct contact for each of the owner of the businesses and we actively monitor the traffic and there is no robot call from our network. We have very detail knowledge about our customers, their profile, their owner, and their business etc.

- Our company was put on Mitigation review list was due to delay of response to update RMDB information. (1) All law enforcement or regulatory agencies involved: Voko Response: no Law enforcement agency involved regulatory agencies involved: FCC enforcement bureau, FCC enforcement bureau sent Voko alert to file RMDB data, Voko had no violation of law. (2) the date that any action or investigation was commenced: Voko Response: FCC emailed notification initially on 12/7/2024, Owner did initial response on 12/23/2024. On 1/6/2025, the enforcement bureau responded we only need to file one FRN. On 8/29/2025, FCC enforcement bureau responded that it reinstated our company. We followed FCC enforcement agency recommendation, updated point of contact officer name and provided business information. Internally, we put on calendar to make sure to file any FCC requirement in time. 3/24/2026 Show Cause Order requested our company to provide more detail information about mitigation plan and exemption description. on 3/26/2026, we have fully complied the order to modify attached mitigation plan and add more information to explain our action items. (3) the current status of the action or investigation: Voko Response: Current status is all Completed. We filed all FCC enforcement bureau required fields. Ensure internally to file report in time in the future as correction step. (4) a summary of the findings of wrongdoing made in connection with the action or investigation: Voko Response: There is no Robot call from internal investigation finding. There has never any robot call traffic originated from our company network. Our case was due to late filing, our correct action is to update our internal calendar and make sure two people can get attention to file any FCC report in time without delay. (5) whether any final determinations have been issued Voko Response: No final determination issued yet. Our company has been working with FCC Enforcement Bureau actively to update all required fields on RMDB database web site. We follow Bureau's steps very closely to make sure all information is provided sufficiently to meet compliance.
