Pursuant to 47 CFR § 64.6305(d)(2)(i), 800com, LLC states that it is unable to implement STIR/SHAKEN because it lacks control over the network infrastructure necessary to implement STIR/SHAKEN. See First Caller ID Authentication Report and Order, 35 FCC Rcd 3241, 3260, ¶ 40 (2020); Eighth Caller ID Authentication Report and Order, FCC 24-120 (rel. Nov. 22, 2024). 800.com is a voice service provider that operates as a reseller of toll-free and local voice services. It does not own, operate, or control the carrier network infrastructure, IP voice switching, SIP interconnection, STI-AS/STI-VS, certificate-management, SPC token, STI certificate, or SIP Identity-header signing systems necessary to implement STIR/SHAKEN. The relevant infrastructure is owned and operated by 800.com's underlying providers, primarily Bandwidth.com, Inc., with SignalWire, Inc. used for facsimile and limited voice routing scenarios. Although 800.com holds an Operating Company Number (OCN), the OCN does not itself confer control over the infrastructure necessary to implement STIR/SHAKEN. For traffic carried or originated through those underlying providers where STIR/SHAKEN authentication applies, the underlying provider performs STIR/SHAKEN authentication/signing using its own SPC token and digital certificate, in accordance with that provider’s standard attestation policy. 800.com therefore selects Option 3 — No STIR/SHAKEN Implementation. Additional detail is provided in the uploaded Robocall Mitigation Program Description.; Bandwidth has determined that 800.com is currently properly contracted as a reseller. Bandwidth is obligated to, and thus will sign, 800.com’s unsigned voice traffic with Bandwidth’s own certificate for Bandwidth’s own STIR/SHAKEN compliance purposes as an Intermediate Service Provider with attestation levels in accordance with Bandwidth’s “Standard Attestation Policy” after June 20, 2025. -- All of our transit goes through Bandwidth.com's voice platform from numbers under their control. We do not originate any traffic beyond that.
