Innovative Solutions of Georgia, LLC does not implement STIR/SHAKEN authentication directly on its own network. However, STIR/SHAKEN authentication and attestation are applied to outbound calls through an upstream voice service provider. The Company operates as a non-facilities-based voice service provider and does not control the SIP signaling or network infrastructure required to originate and sign calls. Accordingly, the Company is not in a position to implement STIR/SHAKEN directly. All outbound calls originated by the Company’s customers are transmitted through an upstream voice service provider that has implemented the STIR/SHAKEN framework and performs authentication and attestation on those calls prior to delivery to downstream carriers. As such, STIR/SHAKEN authentication is applied to the Company’s outbound traffic through its upstream provider, and the Company relies on this upstream implementation as part of its overall compliance approach. Innovative Solutions of Georgia, LLC maintains a robocall mitigation program that includes customer vetting, traffic monitoring, cooperation with traceback requests, and enforcement actions against misuse, consistent with 47 CFR § 64.6305.

Description
(1) Regulatory Agency Involved On August 25, 2025, the FCC Enforcement Bureau issued an order removing Innovative Solutions of Georgia, LLC from the Robocall Mitigation Database pursuant to DA-25-737A1 due to deficiencies identified in the Company’s Robocall Mitigation Database certification and Robocall Mitigation Plan. (2) Date Action Was Commenced The Company was specifically named in the FCC Enforcement Bureau removal order issued on August 25, 2025. (3) Summary of Findings The Enforcement Bureau found deficiencies in the Company’s Robocall Mitigation Database certification and mitigation plan, as well as a failure to timely respond to FCC correspondence regarding those deficiencies. The matter did not involve allegations that the Company originated illegal robocalls, facilitated unlawful robocall campaigns, engaged in spoofing, or knowingly participated in unlawful traffic activity. (4) Current Status The Company’s failure to timely respond occurred because the point-of-contact email address listed in the Robocall Mitigation Database had become outdated following an internal email transition and was not updated in the database in a timely manner. Upon becoming aware of the removal order, the Company promptly updated its Robocall Mitigation Database certifications and submitted a revised Robocall Mitigation Plan addressing the identified deficiencies. The Company has since been provisionally reinstated to the Robocall Mitigation Database pending final review and approval by Commission staff. (5) Final Determinations No monetary penalties, cease-and-desist orders, traffic blocking directives, or enforcement findings relating to illegal robocalling have been issued against the Company.
